Senior public
servants under the Lagos State Government hoping to embark on
foreign courses that is irrelevant with the goals of moving the
state forward have had their hope dashed, as the state government
said it would not approve it.
The State Commissioner for Establishment and Training, Mr. Babajide
Sanwo- Olu who gave the hint yesterday explained such venture amount
to waste of resource and of no benefit to the government.
Sanwo-Olu, who made the government position known while briefing the
press on the stewardship of his ministry to commemorate the first
year in office of governor Babatunde Raji Fashola, stressed that it
would be of economic advantage to the government to invite four
foreign resource persons to lecture and impart knowledge to the
workers than for them to embark on the foreign trip on the expenses
of the government.
Noting that the state government places high premium on training and
re-training of its workforce to ensure the effectiveness and
efficiency of its machinery, the commissioner said the directorate
sponsored a total number of 1,318 staff at various seminars,
conferences and workshops based on identified training needs.
According to him, the development of the human resources,
particularly of its senior and top management cadres is to capture
all officers in different cadres and grades levels into the training
net.
He disclosed that a career plan for training is already being
developed, just as he added that the training department of the
ministry is now fully computerized in order to ensure a very
efficient and effective management of training for the entire state
public service.
The commissioner also added that a total number of 1,200 and 1,500
teachers embarked on training workshop in august and November 2007
respectively, sponsored by the state government.
On the working relationship with trade unions, Sanwo-Olu disclosed
that there are thirteen accredited Industrial Unions in the state,
adding that there has been a very cordial and harmonious
relationship with the generality of the staff.
As part of efforts to ensure a more efficient and effective service
delivery to the people of the state, Sanwo- Olu said the government
is determined to re-position, invigorate and make proactive the
state public service machinery.
To realize this, he said the ministry’s Management Services and
Reforms office in conjunction with an international firm of
consultants and a work group from key MDAs will soon embark on
installing strategic management framework document in key agencies
implementing the reforms and development agenda of the government.
He explained that the frame work document will ensure that key
agencies work in concert towards achieving shared vision and
coordinated efforts in the implementing of the state development
plans.
The commissioner explained further that the installed strategic
management framework would enable the state government focus its
activities in each MDA, monitor progress on execution of programmes
and projects as well as evaluate the impact of projects executed in
terms of value for money and interms of benefit to the people of the
state. |
